Thanks.  Sales is one reason.  Having an active frontlist that is doing well.  Honestly many books go back for additional printing as the need arises.  Repackaging signifies an extra outlay of cash for a new cover or new format, so yes, only those books doing well or with the potential to do well get that treatment.
